There are fountains, a coffee shop, and city hall right next door. It is a good way to kill a bit of time and do some people watching.

The fountains are pretty cool. Having a morning coffee and bagel at a small table on the plaza watching the fountains. Nice way to start the morning

They transformed this plaza from a dull concrete place to avoid, to a center of activity. There is ALWAYS something going on here. From ice skating in the winter, to gardens, and live music in the summer. The fountains are loved by the kids, and there are chairs and tables for the lunch time crowd. A must see when you visit Philly.

Located at City Hall. There are areas to sit and rest and couple vendors to get a quick bite or refreshment. Water fountain display. Information plaques to read about history of Penn Square and City Hall. A nice space to wait for your tour time.

Nothing wrong with a walk or a sit-down at this small concrete park near City Hall. I would prefer more grass or even gardens, but the appearance did improve when the small jets on the fountain were set up. Not only kids got their feet wet, but some tired adults as well.
