After two visits, I would rate the first a four and the second a two. The server made all the difference. Our waiter was super cute and perhaps coasted on his good looks. Aside from taking our orders and eventually bring a check, we didn't see him. No drink refills, no offer of dessert, no asking how our food was. I had been looking forward to another giant pretzel and had to choke it down dry after I finished my drink.
If you aren't a dog person, ask to eat inside. If you are a dog person, eat on the patio. If you bring your dog and it's a jerk, you, sir, are a bigger problem than your anti social dog. And manager, you have the right to ask customers with unruly pets to leave.
