We skipped the caves and choose instead to climb up the steps, I went up both on the dragon cliff an the smaller cliff opposite. There are quite a few tourists up here so it's no easy to get a photo in, also this location is popular with local wedding photography crews. The climb up is not easy but if you take it slow it's manageable. As we got to the place near sunset the clifftops (including the dragon) was too busy to go up to, from below it looked a bit unsafe as well: no barriers or steady platform to stand on was visible, only jagged rock. We went over to the smaller cliff with the little white tower on it, another great location to take photos. Looks like the place gets really busy around sunset.
