This is one of the buildings of Kazan Kremlin, one of it's hallmarks and the city of Kazan.
I just walked and look around when was in Kazan Kremlin. No activities inside.
Learn about the history of this Tower from the web, it will help increase your impression of viewing this!

The Suyumbike Tower is one of the iconic sights in the Kazan Skyline. It's right in the heart of the Kremlin and is strikingly beautiful with its ornate red brick frontage.
Unfortunately it is not open to be climbed as the views would be spectacular. A pity but hopefully in years to come...
Nevertheless it makes for a lovely photo op and I'd recommend any visitor to the region to see it and the rest of the Kremlin.

One more attraction in the Kremlin. It can only be seen from the outside but it is clearly leaning and there are a bunch of theories about it.

You cannot visit inside, there isn't any information about it, as always in Russia.

Also half of it is inside thebfenced government building....so you can't go around it...

Having been turned away at 11:30, due to lunch break, we returned for a second attempt later in the day. Having duly paid the entry fee we were let through the padlocked gate to ascend the approximately 180 steps to the top. A cold climb. Luckily being under 2 metres tall meant there was not too much bending at certain spots where height was an issue. There were no other visitors so ascending and descending was incident free. I assume there must be a limit as too how many can enter at one time. At the top there are views of Bauman Street and other parts of the city but the fencing restricts what you can actually photograph. The best view is actually at ground level where you can see the lean.
