I stayed at Meru Inn several times over the past couple of years, most of the times alone and always felt safe.
Meru is basic but clean, the rooms come with en-suite bathrooms and hot water, both nice extras that you can't expect in all of Arushas low-budget places! It's definitely good value for money!!
It's just down the street from the TFA complex which houses a big supermarket and several shops, banks, internetcafes, restaurants/cafes etc. and also not far from the clocktower area.
Most of the times I go to a nice local cafe almost next door for breakfast (usually included in the price but can be bargained over) that offers nice Tanzanian alternatives (chapati, mandaazi, vitumbua, milk tea, etc), but that's just by private choice.
Wouldn't recommend the restaurant though for lunch/dinner, there are better options at the TFA complex (Stiggbucks, Empire, Alpha Burger, Ciao...) / in town.
There are always taxis available just outside the hostel (you can also ask the staff to help you get one) which is especially convenient at night / when going out for dinner
If you are looking for a centrally located, basic & low-budget hostel that also offers you the privacy of an en-suite, clean bathroom, Meru Inn is the place to stay!More
