The harbour is more of a marina and a pleasant place to stroll. There are bars and food stalls at the edges but be careful of the sea gulls. They will swoop down and take any food from your hands!

In towns and city's across the country there has for years been a big move to develop waterside areas; to bring in jobs, investment, reinvigorate the areas, the economy and yet in Torquay, where there is a massive beautiful marina but the local authority seem happy to let the area stagnate and decline. There are private individuals that are doing their best to run businesses around the marina but it feels like they are fighting a losing battle.
We have visited three times in the past couple of months and did hope that as the warmer weather arrived things might improve but no. It is still dirty and depressing. There are major infrastructure issues in that there remain 7 or 8 businesses at the bottom of Torwood Street still boarded up and crumbling after a fire. But a fire that was what six? seven? years ago. There is also a massive Debenhams and a Boots in old run down buildings that stretch right along one side of the marina. On each of our visits we have seen numerous homeless sleeping in the doorways and alcoholics swigging from vodka bottles for breakfast.
Along the coast in smaller Dawlish and Brixham there are initiatives to improve the areas, attract visitors and make people want to linger, not in Torquay.
If you venture inland from the marina there are indeed great bars, restaurants and shops that can be sought out but the marina itself needs some considerable investment, and soon, or it will risk becoming a no go zone for all but the stags and hens.

We arrived in rain, then it cleared so we went for a lovely walk around the harbour. The sight of the boats and sea were beautiful even in the cool weather.
