I went to visit the Meji Shrine on a Sunday, since the Metro Government building was not too far away via metro, decided to stop by on the way for a visit to the towers. Upon arrival there are 2 separate lines, one for North Tower and other for South Tower, I ended choosing the shortest line. Both towers are free and there is a cafe and a shop on the observation level. All in all, the views are ok, but nothing spectacular. I actually felt the views and experience was better at Tokyo City View Observation deck in Roppongi where you can actually go outside on the top of the building with no glass between your camera and the city view, especially at night.

I visited the observation deck just past sunset. I prefer daytime for a better view of the city. When I arrived on the observation deck it was already dark. The night views are good in their own way. But the lighting in the observation deck room reflects off the inside of the glass panes of the observation deck. This is not good for taking pictures of the city.

There were queues both while going up and coming down, but managed very well by the staff. As anywhere in Japan, the staff were polite and efficient.

I would advise visiting this facility during daytime. Not to forget, its free.

The view from the 45th floor of the government building is well worth it...this free. You get panoramic views of the city. There is a restaurant, cafe and gift shop on the top floor. Highly recommended for a different perspective of Tokyo.

It’s free! This was such a little gem. Not only is it free but it has the best view in the city! There are some gift shops if your looking for those Japanese souvenirs also. A must do!

The observation floors provide an amazing 360 view of the whole city (and free with NO LINES when we visited!) and have a nice selection of quality gift and snack items.
