SEAS - Sargassum Early Advisory System - (capable to predict within 8 days) does not list Costa Rica: http://seas-forecast.com .
Well, SEAS may not list Costa Rica but I just came back from the beach at Arrecife and there is definitely a little bit there at the end where it goes over into Playa Grande.
Having said that, it's such a small part that it does not affect tourists.
