Visitors to SP are warned that the deeply unpopular mayor B. Covas has declared a tough control on traffic circulating in the city. Übers and private cars can now only circulate on the days corresponding to the number plates - odd-numbered plates on odd-numbered days, and so on. This is bad for travellers as Über will be of limited availability and more expensive. Taxis are exempt from the restriction, so shall be available normally. The similarly unpopular State Governor, João Dória, has promised a complete lockdown.
If you have to come to SP (flights are also very limited) the best way would appear to be to get the train from the Airport Station to Luz or Brás and then a taxi or public transport to your destination. There shall be more buses, but that is not much use as last year Dória himself cut 50% of the lines. Due to the low number of lines and restrictions on car travel, this won't be much help. Buses should be crowded. Masks are mandatory on all transport.
