Shell C are you sure that it is right to describe the road as "excellent"?

The road between the R364 at Lambert's Bay and the R363 near Vredendal is gravel and, as far as I know, hasn't been resurfaced.

I'm not sure whether to OP is asking for advise about whether the route is suitable for a motorbike or a bicycle. My assumption is that they are asking about bicycles. If you were on a MTB with wide rim tires then you should be fine. I would not ride a road bike on this route. A road bike would be, in my opinion, too skittery on the loose gravel.

The only type of travel on that road should be either hovercraft or stay at home
