Yes, this place is not super close to town but everything is walkable. It's set in off the main road, down a dirt road, so it's quiet. You'll get to see all the kiddies in their school uniforms walking around, smiling, and waving at you each time you pass. The power goes off at times but that's an Africa problem not so much the hotel's. This hotel does have its on generator so feel free to ask one of the employees to turn it on, in case they hadn't noticed.

The room is basic but clean with hot water. No mosquito nets but some spray will do the trick. The fan is enough to keep you cool at night. The lights in the room seem a bit dim but it wasn't a problem.

The breakfast is not the best tasting but its free and filling. They also serve other meals, just basic Tanzanian dishes for cheap. There is an inexpensive laundry service and usually takes a day or so. The manager is friendly and can help organize taxis if needed. We really like this place. If you're looking for budget rooms in a quiet area, this is your place.

My boyfriend and I spent three nights in this place and would have happily stayed longer. We are budget travellers and this was the first under 30 USD place that we found to be REALLY clean and confortable, both in Tanzania and Kenya.
The location is away from the chaotic and touristy center (where you will be literally chased by locals trying to sell safaris) but you can easily walk there and it won't take you more than 15 min.
The room had a good size and the bed was really comfortable with white clean sheets and duvet (which is hard to find in budget places), with a fan, TV and hot water in the shower.
Wifi comes and goes but you get that in every place in Tanzania.
The staff is friendly and helpful (the manager called our flight company to arrange a shuttle to the airport for us) and they have a little restaurant with simple but really nice and super cheap food (a plate of chicken with chips and a beer for around USD 3).
Breakfast was amazing: two pieces of toast, an omelette, a sausage, a great plate of fruit, fresh juice and tea or coffee.
We really recommend it if you are looking for a great place in Arusha.

Settlers executive lodge is new lodge that has clean and comfortable rooms. We chose this place to make an overnight stay here as we had our safari starting next morning. The rooms do not have AC. The beds are comfortable assuring a good night sleep.Rooms are not very brightly lit (they definitely can do with some more bright lighting). it offers 24 hrs hot water and WiFi facility. The hotel is not situated close to any eateries near by, therefore need to mange with whatever little, I literally mean little the restaurant has to offer. The breakfast is limited with toast, coffee, fruits, juice and eggs.

Pros: It was clean.

Cons: Beds were uncomfortable. Mosquitoes in room (screens that did not fit properly - no mosquito nets). Fans only. Poor breakfast - overcooked egg, over-ripe fruit, bad tasting juice (how did they even do that), powdered milk for the instant tea/coffee. Location is far away from central part of town, and on a dirt road. Owner tried to sell me on a safari at a price $50/day higher than I ended up paying. Wi-fi was off and on; as was the electricity. I moved to Miami Beach Hotel (in the middle of town) which I am much happier with.
