Yes a taxi can just get through the narrow streets right to the hotel. It is walking distance but up a steepish hill so if you have luggage then a taxi is helpful. We paid £5 a few weeks ago which was too much.

Hi. The second floor facing the port has rooms with balcony, even a fabulous suite at the corner. I have been coming to Continental for 18 years and have always made the reservation directly with the hotel for a room with balcony. This spring however I booked online for a lower price, but the balcony wasn't included and I payed extra at the hotel as they know me. I discussed the matter with the management who told me this was a common misconception with online booking, they had informed the company several times. I even ended up straightening the situation with them. My review of May 2018 has a picture of the balconies.
