There are several staircases in 30 Rockefeller and in each of the other buildings. They are all connected underground.

We went inside the center and used the stairs as we were trying to catch the train. The shops are easily accessible from within the building via either stairs or escalator.
There is a little elevator in the front of the plaza, also you can go down the steps and back up into the other side and through the cafe or ask the outside cafe hostess (usually they are outside in nice weather) for directions to exactly where you want to be.

Hi, you go inside 30 Rockefeller Center (Comcast Bldg), there are elevators and escalators in there.
There is a door right next to the skating rink or on the side of the building.
There are also stairs going down to the shops. You can find them for example close to the entrance to the Top of the Rock. Or just ask someone around you, I am sure they will help you out. People in New York were always very friendly and helpful when we needed help or had questions.
The way we went was in the glass elevator right on the plaza. It looks like a glass bubble kind of. You enter it and there is an elevator door that takes you underground to the cafe and shops! Really cool experience!
