I think most people missed the NYE (as in New Year's Eve, and not NYC...). If that is the case, I would imagine that it is not as free to walk around, as there are sections closed (for the fireworks) and security checks at the entrances.
But given the massive size of the park, it must be a better option than Time Square, which must rank high on the list of all time tourist traps.
