Rosebud beach is almost a kept secret. We were there during one of the busiest times (early Jan), and the beach itself was reasonably quiet. Water was very kid friendly. Easy to access via the camping sites across from McDonald's and KFC.

On the foreshore, a pop up inflatable water park was where my kids spent over 7 hours. Costs $75 for a family. We made a Youtube video of the water park, just search for "WaterWild" on youtube and see "Abbie and Callum's excellent adventures".

While staying her on the Mornington Peninsula we visited the Rosebul a couple of times. Was lovely to have a dip in the bay to keep cool. There were toilet facilities close by and also cafes, places to buy icecream on hot days

Rosebud beach especially adjacent to the pier is great for kids of all ages. You can walk out for some distance before the water becomes too deep. There are sand banks in a number of locations and the sand is fine and clean.
