It is possible to hire a wheelchair which is designed to move on the sand by booking at the bay inspector's office in Westbrook Bay or on Margate Main Sands. I don't think there is an actual charge but you have to make sure it is available - perhaps there is only one shared between the 2 beaches.
Access from Margate where the statue commemorating the loss of The Friend to all Nations lifeboat stands seems easy enough. There are ramps going down to the promenade at Westbrook Bay but they look rather steep. Its not far to go along the promenade from Margate (near the train station). I suggest phoning the bay inspectors' offices for useful advice.
the high street can be a bit daunting but there are lots of very nice areas in margate. tell her to take the plunge she wont regret it and if she is renting she can move around till she finds somewhere that suits her.
