Clean area with a few benches. This time of year there were few people around so it was very peaceful.

The park is a small pleasant spot on the water where there are picnic tables, a pier for fishing, and beautiful views out into the bay. There is plenty of parking and trees for shade in the summer. This winter day had its own scenic white caps on the water and tug boats and barges in the distance. I was hoping to find a plaque to explain the name of the park. A web search later revealed it is named for former Mayor Frank J. Hutchins.

On the whole, this park is rather small. There are some docks for boats (one of which is the Summer Breeze), and there is a fishing pier at the end. There are only a couple of benches, and there is no playground for children. However, there is a nice set of public restrooms for those who are out & about.

The highlight of this park for us was the farmer's market under the big tent on Saturday mornings, May to November. Apparently other groups can rent use of the tent at other times. One day we observed a crab feast there, apparently sponsored by the local firemen.

This is a great little park to take a quick nap as you wait on the MV Summer Cruise. I had to wake my husband up who was sitting under a tree feeling the summer breeze. There is nothing there to buy so if you need to spend money to have a good time skip this one. . The water was so very relaxing. There was no loud music . I felt really safe. Several handicap spaces are close . The town built a bathroom for travelers which was clean.

It's a great little park with some benches (picnic and couples) for sitting by the bay, watching the boats go by. Has an adjacent marina and (although not on our visit) looks like they have a famer's market in the parking lot at times. Good place to bring your ice cream for a little walk and break in the day.
