The nearby area is safe because there are a lot of Russians / Belorussians / Chinese going there. The museum has not much to offer. You can pray to Chavez there and get in touch with the history of the Bolivarian revolution.
What I really liked was the cannon in commemoration of February 4. It is not a must see destination in Caracas. I don't understand why there are so many foreigners going there. I suppose they admire Chavez.

Don't go to this place, it doesn't worth it, is in one of the most dangerous zones of Caracas, it's very dangerous even for the people of the zone, I can't imagine how could be for a foreigner.

Don't go here. Just don't. It's a very dangerous neighborhood and the visit to this place is not worth the risk. Caracas has many other things to see! (I am a local)
