This place located inside Lijiang Old Town, you can enter this place from behind of Mufu Palace. From here(up of the Pavilion, go upstair around 4or 5 floor if i am not mistaken), we can see Lijiang view (old and new one)

Unless you are a poverty-stricken backpacker don't listen to the people moaning about the ¥50 entrance fee. It's totally worth it for some great panoramic views of Lijiang. Go early in the morning (opens 8:30) to avoid the crowds.

Many visitors seem to be put off by the entrance fee, which is 50 rmb per person, but honestly, this place is a must visit! (Don't forget to bring your town entrance tickets.) Throughout your whole trip, you'll see beautiful views of Lijiang. Come here...More
