It is guarded at either end with roadblocks, and there are guards outside the Palace too, but as foreign tourists, we were allowed down the road and in front of the Palace....More
I did not have luck making contact with people at the palace from the US. Fortunately, a contact at my hotel was able to arrange a tour of the palace for me.
