I've spent several Sunday's wandering (on foot) the ciclovia route (2016-2018). I've always felt quite safe. I keep looking for the guinea pig races but I've never been able to find them. Certainly a good way to spend a Sunday and people watch.

On Sundays in Bogota the main streets close to car traffic and people take to the streets! We saw lots of walking, bicycling and everyone our enjoying the weather. Cool vibe.

My routine on Sundays is going out to the Ciclovía. It's a great way to see the city (you can cross most of the city) and at the same time excercise. Ciclovía has it's own subculture as well: places to eat, activities, etc.

I have never seen a sports ( bike, running, skating...) route so big, they close a lot of streets across the city for this purpose. You can get to know the whole city.

I think roads are just closed til 2. Funny enough we too had a flight the same day. It was no problem in uber /taxi just allow a bit of extra rime.

I did not see any bicycle rental shops. However, they may exist. Your hotel could help you. Ciclovia looks tremendously fun and great exercise.
