Ve'we went there and the top floor was closed. So not so much for the sightseeing. I truly think the historical importance is really great but it was half closed when we went there.

Great place to climb in on over, (though the guards will whistle you down from some spots) particularly after a delicious breakfast in Bebek

All of the other answers are spot on. You can use a Taxi but be prepared to spend some serious money!
