Well there is an Ice Cream van there, but not much else for small children, it is a scramble to walk down the rocky cliff to reach the water, and the water is obviously deep enough that people can jump off the cliff to get into it, there are some nearby "easier" beaches and an excellent statue park but again not so interesting for kids and quite a hike to get round it all, access by car is easy enough just a few miles outside Ayia Napa centre (basically turn right just before you get to the Hard Roc Café and follow the road round until you see where all the cars are parked, as others have said the tour boats take you to the lagoon and stop there so people can swim off the boat, the smaller the boat the closer it can get to the lagoon.
