Re the tours - I took the Great Ocean Road Tour and it's a full day one. So, when you get back to Melbourne Central, it will be around 7ish 8p.m. Thus, if you're ok, you should have enough time to come back, freshen up, pack and rest before your flight the next morning.
Re the food - I didn't opt for the lunch as well but as mentioned in my review, the guide gave me some recommendations on where to eat as there are quite a few places to eat at in Apollo Bay. Perhaps, if you inform them of your dietary requirements, they would be able to help you.
I'm not sure about the combo packages - you might want to contact the tour company directly. They're pretty fast in replying.
