Yes you can drive all the way up weather permitting. They will let you know if the roads are closed. There is heaps of parking at the top. Worth the visit.

I’m not sure about October to be honest but I think I would pack a warm jacket as Mount Wellington is about 10 degrees colder than Hobart itself as it is up so high. A spectacular view.
