Hi we know the area well although have never been in winter or been to Tangiers. Vejer de la frontera would be a good half way point for you between Seville and Gibraltar. We do villa holidays but there are several good hotels in the town. Cadiz is also worth a trip...there are loads of hotels there. We usually get a place in Peurto Santa Maria and catch the ferry to Cadiz as the parking is difficult in summer but you might be ok in December.
