Not sure what you mean by a buggy cart. If it is for the Monte Palace you can get a Taxi up there but the garden itself didn’t have any options for disabled scooters that I could see . The terracing from top to bottom means slopes or steps up and down which would be difficult if he can’t walk easily.
Try the tourist information in Funchal. If you need a fantastic driver in a really comfy car BMW X5 who speaks excellent English and can take you on a tour of the whole island with real knowledge and understanding of the geography, flora and wildlife I would highly recommend Atlantic wild Tours.
Hello, the entrance to the garden it's 12,50€ per person and children younger than 15 years old have free entrance as long as they are accompanied by adults. And the cable car have a cost of 11€ per person. Thank you.
