It's a wonderful stadium to watch a game, but it cannot be raining since it's an open stadium. If you can, go watch the portguese cup final. It's well worth it, the teams that play don't matter. The atmosphere is something else

Sorry - should have said we were told the security guard was on site 7 days a week but we visited on a Monday therefore can’t say for certain that this information is accurate.

No - its free but as answered by others the security guard will allow you inside stadium. It seems fair to give him a few Euros as he isn't obliged to let you in.
