It’s one of those many statues in Dublin. Nothing much interesting about this one though and I wouldn’t recommend one to pay for a guided tour for this

When walking up and down O'Connell street in the heart of Dublin there are many statues, which this is just another fine example, it is right in the middle of the tourist track and you cannot miss it. Enjoy.
