It is free to visit, just remember to book in advance. You get amazing views of London so would be good for a tourist. I was a bit disappointed with the lack of garden, but can't complian for a free entry.

For most people an hour would be plenty I think. Though there could be a limit of 1 hour after the last admission, as that would be obvious.
Don't know if they have any way of checking for duplicate bookings, or indeed any problem with people booking multiple times - it seems to be just first in, first served.
