The Dome Tower is closed but you may still walk around the Dome and the views are stupendous. It can get crowded so go mid week if possible. take a sandwich with you and stay awhile.

The road to Clingmans Dome should open by the 1st of April. I would check at the Sugarland Visitor Center to make sure the road and the observation tower at Clingmans Dome are open.
