We wanted to get coffee and an early start to visiting the wine country and Sonoma was a gem to find. The area around city hall and the park is beautiful with many quaint shops and restaurants in historic looking buildings.

I can't help with the dog question, but it looks like there would be plenty of spaces you could walk your dog around at the very least.
There are lots of wine tasting places located around the square! Four at least!
